Frank Stronach, the Stronach Group founder, in a Los Angeles Times advertisement on Sunday announced he will speak Tuesday on the future of horse racing in Southern California.

Stronach invited the public to the Embassy Suites Arcadia Hotel, 211 E. Hunington Drive, for a 6 p.m. PT speech in which he plans to introduce the idea of "a Racing Charter of Rights where all the participants in our industry are protected, including the horses."

Stronach, whose company owns Santa Anita Park, said he has invested $1.5 billion into upgrading his facilities, which also include Gulfstream Park and Laurel Park.
