Elks Tower owner sues gambling commission over denied license

The owner of the Elks Tower in downtown Sacramento is suing the state’s gambling regulator, after it repeatedly refused to grant him permission to open a card room because of his history of police incidents involving alcohol. 

Steve Ayers filed a complaint against the California Gambling Control Commission in Sacramento County Superior Court on May 9. It seeks to force the commission to reconsider its decision to deny Ayers a gambling license, and also seeks damages for funds Ayers lost in preparing to open The Elks Tower Casino and Lounge.
