Tule River tribe asking for change of land status

VISALIA - Tule River Indian Reservation officials are expected to file an application at Tuesday's county meeting that will request to change more than 1,000 acres of land from agriculture status to development corridor status.
The 1,176 acres to be discussed at the Tulare County Board of Supervisors meeting are located adjacent and south of Reservation Road and east and adjacent to the Tule River Indian Reservation boundary, according to county documents.
The tribe's request was received by Resource Management Agency officials via a letter from Neil Peyron, chairman of the Tule River Tribal Council.
In addition to the change from extensive agriculture to development corridor, the letter requests a change of zone from foothill agriculture to development corridor designation, according to county documents.
According to county reports, the requests are so the tribe can develop portions of the land for housing.
The housing plans start with about 21 low-income, single-family units, the county reported, and will be the first phase of a larger housing development using various housing financing funds..
According to county documents, an Environmental Assessment has been prepared by the tribe on some of the property.
Also scheduled for Tuesday's board meeting is hearing request from RMA officials for the supervisors to direct the county's Agricultural Advisory Committee to consider and recommend criteria and procedures in order to conform with an assembly bill in regard to property subject to Williamson Act contracts.
In addition, RMA staff will ask supervisors to adopt a change to the rules for Farmland Security Zones in regard to homesite parcels for properties.

Included in Tuesday's consent calendar, the supervisors are expected to:
Approve a proclamation declaring November 2005 Court Adoption and Permanency Month.
Approve a resolution, per the request of County Counsel, that orders the transfer of territory of the College of the Sequoias Community College District to the Kern Community College District.
Authorize the acceptance, per the request of the District Attorney's Office, of continued grant funding from the California Department of Insurance for the Automobile Insurance Fraud Prosecution Program in the amount of $128,999, retroactive to July 1.
Authorize the application, per the DA's Office request, for the continued grant funding from the Governor's Office of Emergency Services for the Central Valley Rural Crime Prevention Program of $668,600 for Fiscal Year 2005/2006.
Authorize to re-apply for continued grant funding, per the request of the DA's Office, from the Office of Emergency Services for the Elder Abuse Advocacy and Outreach Program in the amount of $80,000, which includes a county match of $16,000.
Approve a proposed agreement, per the request of Human Resources and Development, between In-Home Supportive Services Public Authority and United Domestic Workers of America, American Federation of State, County and Municipal Employees to establish wages, hours, and terms and conditions of employment effective November 1 through October 31, 2006.
Approve an agreement with Mozzarella Fresca, Inc., per the request of RMA, to allow the placement of a private pipeline within the County road right-of-way of Thompson Road and Avenue 160, located north of Tipton, in connection with the application for encroachment permit.
Approve an amendment to an agreement with the Tule River Indian Tribal Council, per the request of the Sheriff's/Coroner's Office, for law enforcement services on reservation lands.
