BACKGROUND: You may recall in 1999 the Sheep Ranch Rancheria, was a tribe of one person, a man named Yakima Dixie. Ms. Burley persuaded Mr. Dixie to enroll her children and herself into the tribe. She then took over the tribe and changed its name. Ms. Burley hooked up originally with NORAM an out of state gaming investor promoting off-reservation gaming in California. The tribal business office in question I am advised, is no where near the existing Sheep Ranch Rancheria.
