Revisit the Casino MOU

The proposed Enterprise Rancheria Casino is south Yuba County is dependent upon a Memorandum of Understanding (MOU) between the Tribe and the County.  The Tribe voluntarily entered into the agreement in December of 2002.

The enforceable document defines the future revenue payments to the County to fund a host of County services for 15 years from the opening of the casino.  

As supervisor, although I voted against it, I and Supervisor Griego negotiated the MOU.  I have regrets there was no expiration date or sunset clause incorporated into the document.  

Today’s economic environment is much different than when the MOU was established.  With the cash strapped cities of Marysville and Wheatland wishing for a piece of the Casino’s revenue, along with the County.   It is doubtful the Casino, if it is ever built would successfully satisfy the financial burdens each entity seeks. 

Marysville entered into an MOU with the Tribe in august of 2005 and there are indications the City of Wheatland may also seek an MOU. 

There is no doubt in my mind that the MOU needs to be revisited.  New negotiations would be in the best interest of the Tribe and the government entities that seek a share of the casino’s revenue.
