Soboba: The Oaks Agreement

The proposed settlement involves 3 intersections, one intersection is Soboba Road (NS) at Lake Park Drive, which will be on the reservation after/IFthe Horseshoe Grande property is taken into trust. But for all 3 intersections, just adding a traffic light doesn't solve the problem of only one road of access on and off the reservation.
