Amnesty for Internet Gambling Companies?

Summary
Good news for Internet gambling operators: Nevada approved Caesars Entertainment-888 partnership. So others, like Party Gaming - Bwin, can come back. But Wynn Resorts announced it will work with PokerStars. Sites taking US bets have better name recognition. MGM, Las Vegas Sands Corp., Lakes Entertainment and Penn National Gaming are preoccupied. But Peninsula Gaming, Foxwoods - Goodson Gaming, Cake Poker - Atlantis , and Scientific Games - Playtech (Sciplay) are getting ready to jump in.
Analysis
Nevada regulators approved the Caesars-888 partnership, the first time an Internet gaming company which took online bets from the US was found suitable. This is good news for the other companies which left the US following UIGEA: small operators like Hollywood Poker, and the giant Bwin.party digital entertainment, Party Gaming - Bwin merger, which has PartyPoker and World Poker Tour.
And Wynn thinks there will be general amnesty: He announced a joint venture with PokerStars, which is still taking online bets from Americans. If he is right, others with growing brand recognition could also be licensed: Absolute Poker, Full Tilt, Ultimate Bet, and Cake Poker, which announced an agreement with Atlantis Internet Group , to bring legal poker to any personal computer on Indian land in the US.
In the strongest positions legally are the Internet gaming companies which never took bets from the US, like Entraction. But it is unknown to Americans.
Meanwhile, MGM is preoccupied with bad news, including having to give up its license in New Jersey and absorbing the expensive excesses of CityCenter. Penn National Gaming is preoccupied with good news: picking up bargains and building casinos in Ohio. Las Vegas Sands is making too many billions in Singapore and Macau. Lakes Entertainment is doing similar, on a smaller scale, with Indian gaming and pieces of other Ohio casino projects.
But other gaming companies think Internet gambling is coming. Peninsula Gaming is competing with Caesars in Iowa, one of the more active states considering legalizations. Foxwoods is developing an online gaming site with Goodson Gaming. And two of the biggest suppliers, Scientific Games and Playtech, formed a joint venture, under the brand name Sciplay.
The unanswered question is whether the federal government and states will grant general amnesty, as France did, or limit it to companies that stopped taking bets from the US, or do like New Jersey, and bar anyone ever involved in even gray market gambling.
